MAAW Law Principal, Mark Warner, says there are Democrats in Congress and in the energy committee who don't agree with killing Keystone, adding that even if the move does get traction, there are legal avenues TC Energy can pursue, such as arbitration suits and invoking Chapter 11 in the old NAFTA.
